Hal brings more than 40 years of civil engineering experience and licensure in 35 states to his role as Director of Civil Engineering – Regional at Core States Group. Throughout his career, Hal has taken on a range of engineering and leadership responsibilities, which have provided him with an understanding of both technical execution and team development. He currently focuses on reviewing and stamping civil engineering plans across multiple markets.

In his role, Hal provides technical oversight, quality assurance, and mentorship to civil engineering teams. He emphasizes a practical, hands-on approach, offering guidance throughout the design process and ensuring regulatory compliance before final approval. His experience allows him to deliver thoughtful feedback that strengthens design quality while supporting professional growth among engineers.

Hal values the importance of client relationships and focuses on attentive listening, adaptability, and aligning project teams to meet client needs. He prioritizes clear communication and thoughtful coordination to support successful outcomes and long-term partnerships with clients.
